RPM redline at 4.5k rpm?

Hello and thank you everyone for the help.
Currently dealing with issues with my b18b1 swapped 2000 civic sedan.
important info:
-b18b1 block and head
-5 speed manual trans
-p28 chipped ecu
-cold air intake
- 4-1 exhaust manifold
-AEM A/F gage
- Brand new altinator
So to start out, I've never had this problem before. But about 2 weeks ago as I was taking about a 1 hr trip in the car, about half way the speedometer started jumping around (both rpm and speed) so I pulled off the interstate and turned the car off to give it a reset. Went to turn it on, and got no crank. So I sat in the car for a while looking through forums and beating the starter. After about 10 mins went to start it again and she fired right up so I continued on my way. Drove to my destination with no speedometer (it never turned back on) long story short over the weekend I ended up replacing the altinator cause once I got it to the destination it wouldn't start unless push started and wouldn't stay running. So I got the car to continue running and start normally but I've noticed it seems like rpm redline has changed to 4.5k rpm. I've tried doing some research on this issue as a whole but can't seem to find any answers or recent threads that were active since 04😅 but from what I can understand is that maybe the ecu is in limp mode? The car will run and drive just fine I just have to shift before 4.5k rpm. (Rpm recline was previously at roughly 7.5k rpm to 8k.
I have heard to check the speed sensor? I've unplugged it and plugged it back in and got nothing different (not that doing that means the sensor is fine&#128517 but i wanted to put up a post to see if theres other things i should look into possibly that could be causing my problem.

Check of the wiring for the crank sensor is damaged
