recently purchased a 1999 civic lx, found out the car has been swapped with a d16y8 vtec model. The vtec solenoid is not hooked up, and I’m guessing I need a vtec ecu and harness for this motor? It’s running with multiple misfires, very sluggish at high rpms. Would this be related to the vtec not being wired in at all? He also replaced the plugs, wires and dizzy. At a loss right now for the rough idle and acceleration.

The swapped engine is likely unrelated as it would just be running like a D16Y7. You're going to need to trace steps back.
