2003 Civic Hybrid Radiator Fan

Hello everyone! Wanted to post here because I couldn't find an answer online...

I got the coolant flushed today in my 2003 Honda Civic Hybrid (1.3 L) and the service guy informed me that one of the fans aren't working. I think it's the radiator fan rather than the a/c fan but I could be mistaken. When sitting in the car it's the fan on the left (it's the fan on the right when looking down at the engine from the front of the car).

I thought that maybe it was a relay issue, but I swapped them around and the fan still didn't come on - even at full operating temp after letting it idle for 10-15 minutes. I let it idle with the a/c off in 85 degree weather and the only fan that came on was the condenser fan. Fuses under the hood and under the steering well are good also. I read that it might be the Engine Coolant Temperature Sensor, but I have no idea where to find it on the 1.3 L motor.

Can someone help me finish diagnosing this issue? Any help would be greatly appreciated. Hopefully I'm on the right track here!
