Ground Wire Between ECM and EVAP Purge Control Solenoid

Background:
I'm stuck after diagnosing the EVAP system on my Civic LX. It's a '97, but I posted here because this forum has more viewers and I don't think my question is generation specific.

Problem:

Check engine light comes on with p0443 every 20 - 40 miles and stays on afterwards. I've narrowed it down to the power connector that plugs into the Purge Control Solenoid Valve. There is no voltage between the +/- connections. There is voltage when I ground the + connector to the body ground.

Question:

How can I troubleshoot the negative wire? IT isn't very accessible without ripping a lot of stuff apart. Even if I did rip everything apart how would I replace the wire? Is it possible to rewire the connectors? They don't look made for that.
Are there any other steps to take than replace the ECM and see what happens? I don't have access to another ECM.

​​​​​I think that I have some problem like that, because my vent shut valve on my 1999 Honda Civic don't turn on and on the plug just have + connection and not ground and I went to the ECU and test the continuity test on the wire the negative test 0.03 of resistances and the positive 10.0 resistance without being connect it no anything, I connect the ECU pin in I turn the switch on and I test the ground that gose to the vent shut valve and I do not have ground in that pin, but I have current of 12v + on the other wire that gose the vent shut valve what I think that the problem is on the ECU because on the positive wire have to much resistance that creat a short in the ecu that damage it but the car steal works the only thing is that on the obd tool said that the evap system is not ready and I don't have any code the only thing is send it to fix it or replace it with one of the same model of you car in the junk yard.
