So if you move the arm on the sending unit (removed from the tank but still connected with the key on but engine off) the gas gauge should go up and down.
If it doesn't then test the sending unit. If the sending unit tests good, then either there's a break in the signal wire to the gauge or the gauge is bad.
yeah man, the fuel sending unit is in the tank, usually part of the fuel pump assembly. It's essentially a float... operated potentiometer. Change in resistance is equivalent to fuel level. Sends a signal to the cluster so the needle can point to indicated fuel level.
If you physically messed with the needle, however, you may have messed up calibration

just picked up a new/used cluster and put it in now the fuel gauge goes to full, is there a way im supposed to reset it? not sure what to do i dont wanna have to pay to have it fixed if i can figure it out.. plz help, we put the original fuel gauge in the new/used cluster and that one goes to full now it worked just fine in the original cluster.. how do recalibrate it?

I've had a problem with the speed cluster, so I disassembled the quadrant, resoldered all the solder points on the outside circuit board, and it solved my problem with the speedometer but in the assembly process i snapped one of the screws of the fuel gauge and when i start the car always showed me full tank.
I´ve dissasemble again and check the fuel gauge support of the broker screw, the copper fillement snaped you can fix that by soldering the little copper filament again no neew to buy new gauge, be extra carefull with that screw on assembly.
So if you have probelms with your gauges
1º- resolder all the outside circuit board joints
2º-Check your gauges screws supports for snapped copper wires ,if yes them sold them, be extra carefull on assembly because they will rotate again
the tinny copper filament spnaped , just take one from old cable and resolder the screw joint to the copper bobine

Thanks we ended up taking cluster to a shop and they fixed, unfortunately we dont have that car anymore it was stolen from the mechanic at a gas station
