2000 Civic si sensor problem

2000 Civic si sensor problem

So I got a civic si with an obd1 conversion was running a p30 but that lost a resistor so I put a p28 in the car started then a day later go to start it and it'll just crank with the occasional fire of 1 cylinder. Anyway check tos and maps and the voltage to both is at 7.2 which is high then the tos sensor wire starts at 12.2 volts then when I actuate it drops to 8 volts so I am lost on this one. Any help would be awesome.
