Door Lock Trouble

Door Lock Trouble
I just purchased this 97 civic a month ago and the door locks aren't working properly. They both are getting power and ground and both make clicking noises. The manual switches are both half engaged, trying to lock or unlock them does nothing. I am able to lock the driver side with the key only while holding the outer door handle out while I turn the key. The passenger side does not lock manually or at all. I do not have keyless entry or a fob for it. I tried to reset multiplex unit by turning wipers to intermittent then turning key on and off. No change. Any help would be great!

probably just aren't strong enough anymore to work properly, probably need new actuators.
having to hold the inner handle to either push down the **** or hit the lock switch is normal.
passenger side you should pull of the door car and have a peek in there see if something is seized
