Loose E brake

Hi,
I just replaced both shoes in the back and my ebrake is barely tight enough to hold the car in place. Everything works, I just dont know why I cant tighten my e brake, Its about 15 clicks, or pulled the whole way. It seems to be the same as it was with the old shoes. Everything works, it was put back together correctly. Any suggestions to what to check?

Have you tightened the cable? Should be right behind the handle under the centre console.

Yes I have tightened it. The nut is in the same place as with the old shoes that were worn down almost to nothing I have loosened the nut and tightened it. That doesnt make sense either being new shoes.
