Advice Needed For Underbody Rot

I am unfortunately in a situation where I have the following underbody rot on my 2003 Honda Civic Coupe (one picture shows passenger side, other picture shows the same place but on the driver's side). I live in Pennsylvania so I have the winter roads to blame for this, but it is what it is.

I have the following questions:

1) Would the first two photos result in failing state inspection?

2) I know it's difficult to tell just from a photo or two, but what should I expect the repair cost be to address this?

i would say no....but it depends on the inspector....

one may fail it, one may pass it......

on a side note...it looks like your tires are in great condition with good tread

If it's not rusted all the way through...remove loose rust and brush or spray Ospho on it to help prevent rust from spreading.
