Does it wipe when you roll down your windows?

Does it wipe when you roll down your windows?
When I roll down my windows it does not wipe the rain or fog off. It looks like it doesn''t even touch the glass. I took it to the dealer and they said that they were not designed to wipe. Anybody else with this problem?

OMG, I'm glad that I'm not the only one. My driver's side doesn't wipe, but my passenger one does a little bit.
