steering wheel turns funny

steering wheel turns funny
when i turn the wheel while the car is roling the sterring wheel turns like it has flat spots in it. I have a 2001 lx sedan with 21000 and had the tires rotated twice so far. any ideas?

Did it start after the tires were rotated? Do you have any suspention mods?

Rep Power: 0 do you know how the pedal feels when brakes are warped? it feels like there are little lobes in the wheel ...only at low speeds. unfortunately the only time frame i can give is that it did not happen when it was new
