License Plate Holder Front ... how to attach

License Plate Holder Front ... how to attach
On the 2004 Civic LX, it has the factory license plate frame (front) attached only with 2 screws from the bottom going up into the bumper. It was designed that way, however there is nothing attaching it to the front, so it flaps back and forth against the bumper. I do not see any holes in the bumper, so am I supposed to drive a screw through the front somewhere??

my car have two screw holes in the bumper. (TN does not require front plate, so it was removed).
so, just drill it
