Dash indicates D, Car is in Park & Won't Start

2001 Honda Civic LX Sedan

Once the car is cool, you can start it and drive for about 15 min, the dash lights flicker and dim. Once the car is parked the key will not come out and the dash indicates it is still in drive.
You can use the key to override at the shifter and it will move into all gears but the dash does not show the changes.

I have done research and thought it was the transmission range switch and replaced that with no change. I also just replaced the instrument cluster which also did not fix it.

My OBD II reader does not show any codes and the transmission was replaced a couple months ago.
My next thought was a solenoid or relay of some sort but I cannot keep replacing $75-$100 parts while just guessing at this. Any input it greatly appreciated.
