2003 Honda Civic Stuck in Drive.

As titled my 03 Honda civic is stuck in Drive. I replaced the engine, new engine has 130xxx/km on it put Fluids in went to start and couldn't as car is stuck in drive... I tried replacing the drive shift assembly no luck with that any other ideas?! Never had any previous issues with tranny prior to replacing my engine.

Disconnect shift cable from transmission
Manually rotate the shaft to select the desired gear (park)
Does the correct indicator light up?
Will it start now?

yea that whole mechanism down under the tranny is pretty fickle
