Did you turn the key to the acc position (II)?
Fuse could be blown, check fuse box under steering column.
If you want it to work without the key in the ignition and turned to acc your going to have to wire in a toggle switch to turn it on and off.

No it should charge the phone just fine.
You must have a blown fuse. Check the fuse box.
If that's good then get another cable or USB charger to see if that works, maybe your cable or charger is bad.
