Its an 04 civic I replaced the license plate bulbs. I removed the inner tail light bulbs and I cant tell if they are blown or not. What should I check!

fuses? Physically look at the bulb. If it were blown, the filament would be anything but stationary, if there at all

/enter the most awesome MS Paint drawing ever

If it's a dual filament bulb, there will be 2 sets of filaments, and at least one will look like the "blown" side.. lol

The bulbs had a black cloudyness to them . So I couldnt be sure I checked with a couple of AA batteries and they are good.
