If you think a good mechanic is expensive, try hiring a bad one
Re: horn goes off when turning the wheel
I'd start with pulling the airbag off of the steering wheel and see why its bracket lets the horn honk too easy.
Springs out of place?
Airbag wasn't installed right?
Bent steering wheel?
Start looking.

You need a T-30 TORX for the airbag bolts.
And the horn will blow when you twist them.
