rumble in the font end

I started hearing a rumble when i would reach around 45/50mph and the noise gets worse when i turn right at those speeds. I took it to a mechanic and told him i was thinking it could be a front wheel bearing (after doing web research) Well, he came back with a list of $1500 worth of repairs saying that the problem stems from needing new front struts AND a replacement of the Rack and Pinion. wanting another opinion, i took it to another mechanic who after test driving it and checking it out said that it wasn't the struts/rack and pinion and that the left wheel bearing is louder than the right, but couldn't tell for sure if its bad until he takes it off. Any ideas on who i should believe and/or what it could be?
