Question Head lights Flickering (Dim and Brighten)

Ok so I am having an issues with my car, I'm hoping someone can help point me in the right direction.

I have a 2004 Civic EX bone stock everything. No aftermarket stereo.

Driving down the road my headlights and all interior lights with brighten and dim, sort of a pulsating action. Once the car has come to a complete stop (Idle speed) the flickering will stop.

So I decided to check all the connections and and make sure I had good grounds, all checked out.

Next I made sure my battery and alternator were working properly.

Battery- 12.6 volts
While running- 14.4 volts (at Idle)
+2,000 RPM- 15.5-16 volts
To me 16 volts seems a little too high. So I decided to have autozone load test everything, it passed their tests.

So thinking it could be the alternator voltage regulator? Or could a faulty ELD (Electric Load Detector) cause something like this?
