sick civic

Good day all , I have a 01 civic non vtech changed the alternator and battery the car ran o.k. for about a 1/2 hour now it runs like the timming is off it will not rev past 3500 rpm and the new spark plugs are black, so new timming belt thinking it may have jumped but no .also the green key light is on all the time as well the srs light . and no codes with the code reader.thanks Davo.

yikes, that sounds like a lot of unrelated issues. Spark plugs are black with oil prob because the seals on the valve cover for the spark plugs are cracked or worn. Timing belts don't just jump notches unless they were improperly installed.

plug tubes are dry. I think it,s running to rich the exhaust stinks when running. When i changed the timming belt the tensioner was lose.

yes I did,a guy at work told me that low oil pressure it will lower the rev limit but his engine is a 01 v-tech.

Low oil pressure can create low revs or dangerously high revs. If you replaced the tensioner and timing belt properly there is no way it would jump a tooth. If it did somehow jump a tooth from a poor install or something like that the valves would collide and bend each other rendering the motor useless so I don't think the timing belt is your issue. If the car is running rich you should replace both O2 sensors in your exhaust pipe, that would be my best guess as to what your problem is.
