Vibration problem

I am having a vibration problem with my 03 civic. It starts at about 60mph. The steering wheel goes slightly back and forth and pulls slightly to the right.

I had brand new all seasons put on in Nov 2007 on oem steelies. In Nov 2008 I had brand new winters put on the OEM steelies. During the winter I bought a set of used alloy rims. Put the all seasons on those. When I put them on the car the vibration started. I had them re ballanced with no luck. I moved the fronts to the back and thought I had fixed it but it came back again. It doesn't do it all the time and stops when under load (braking and cornering) What am I missing? I don't think it is the rims cuz I have tried all the different combos backs to front etc. Any help would be great!!

P.S When I took the all seasons off the steelies the car was running straight as a arrow.

either the rims were not balanced properly, or one is bent (even if you cant see it). pulling to the right is alignment issue. the vibration is balance issue. i still struggle with vibrations form my aftermarket rims they just werent made as well as oems. are your used alloy rims generic or oem?

Generic. I thought it was an alignment problem too. But it didn't start doing this until I put the other rims on. It was perfect with the OEM and snows. As for one being bent I'm not sure cuz I moved them all around thinking that might be the problem ( trying to find the bent one) but I'm not sure it is. It's just really weird that everything was fine till I switched including the pulling

even if its not bent, aftermarket rims are usually just made poorly and cause vibration even with a good balance.

So I have been doing some reading. Is it possible that I need hub centering rings?

And I figured out the pulling problem. Underinflation...should have been the frist thing I checked

hub centering rings dont help in my experience. i ran with and without em, no difference at all in vibration.
