Noise when reving/driving in rain from passenger front side

So I have searched to find the answer of this problem and I came up unsuccessful and would like your help. When I drive in the rain, there is a wierd noise that comes from my passenger front, by the wheel well. It sounds like im putting a piece of paper upto a spinning fan. This noise only happens in wet weather. When I am at a stop, I can put the car in neutral and rev the engine and the same noise will occur. It seems to only happen during heavy rain fall. I would like to know if any of you have an idea of what is wrong with it so I could fix it. I brought it to a mechanic and he said it was becuase of my timing belt, so I replaced that, seeing as how it was time anyways. I have an exhaust and sri in my car. Thanks guys!

I just read that this noise could be from coil overs, I bought the car used at 14k miles so everything is stock, I believe. If it was not from the sleeves what else could it be?

I bet its the exhaust. There is a TSB on this. Basically you need to look at the exhaust from the header back to the muffler for sections of tubing that are extremely close to(if not rubbing on) the body. That is your culprit. I dont remember the fix but find the TSB and it will tell you.

I found so more info on this, and there could be a number of things. It could be from the heat shield and the b downpipe hitting it, or it could be thermal shock, which is when water hits the exhuast causing the metal to boil the water and resulting in the noise. I personally think its thermal shock, but I will tighten everything up and take a look at the heat shield. Thanks guys, I'll keep you posted.

That happens to me to. My car is slammed and i think it has something to do with my exhuast and the rain cause it only does it when its wet
