Below 50 Degrees, Power Steering Whines for a few seconds

Every morning when its below 50 degrees, the power steering pump whines, goes away. When it whines, the wheel is slightly hard to turn. But again only when the weather outside is below 50! anyhelp?

I would say check the fluid level to begin with.

rice4lyfe will become famous soon enough
cold = less viscous = more pressure on the pump.

steering does cause a couple hundred lbs of pressure on the pump, and if you leave it pumping all the time, it could burn the old, causing it not function properly
