I think you can rebuild them. Get a used one from a junk yard.
Remove it completely, it's not needed.

I'd first look see if the fluid is low.
Then see if the fluid is aerating, getting foamy in the reservoir. Maybe even belching out the top.
If it is, then the inlet tube in the pump needs the O ring replaced.
Never use ATF in these. Use only Hondas power steering fluid.

get a rebuild kit and remember turn the shaft nut clockwise to unscrew it. Autozone part # 8950 $28
