Having crazy headlight problem, maybe sombody knows??

Hey, im having a problem as where one of my headlights works fine, but the other one displays no light during DRL, and only daytime running lights when the headlights are on

Anyone with any suggestions. I've already checked the fuses under the steering column. HELP?

no water...damn this is pissing me off!

their also seems to be a slight delay in the dim headlight when you turn it on, maybe 1-2 seconds
