scratchy sound by wheel...

scratchy sound by wheel...
well..today i startedb ackin out of my garage and i notice a real loud scratchy sound comin from the right side of the car and so i get someone to come out and check out where its comin from and its comin from down where my wheel is...so..i ignore it but its pretty loud so i jsut drive down the road and it still makes the real scratchy sound while drivin....but when i brake it stops but oncei let go of th brake it starts again....BUT...ill be drivin and it will all of a sudden quit for awhile and i wotn hear it anymore but it'll start back up like 15 mintues later..the same scratchy sound.....anyone know what this is? its real bad when i back up and turn my wheels...

I would check the brakes. It sounds like the wear indicator is rubbing ( not for sure if our civics have them or not ). From what you are describbing this is a common indicator that they are almost worn out.
I've been hearing the same sounds too. I really haven't thought about it if when i hear the sound i am using the brakes....I have heard like a scratching sound when i back up very slow and i turn the wheel at the same time. My brakes were checked and were fine...32,000 miles on my 01.?? I'm puzzled.
