09 Turn signal flashing fast
2009 Civic Sedan- LOVE this car, but have a minor issue.
Passenger side turn signal began flashing fast. Both bulbs flashing in synch, but fast.
Driver side is fine.
1) Should I replace bulbs? (hate to do this if this is not it)
2) Bad Ground? If so, where is ground located so I can check it out and attempt to clean/fix (advice on how to do this is welcomed!)

The MICU (multiplex unit) measures the load or current draw on the turn signal output. If it's too low (like if a bulb is burned out) it flashes quickly so the driver knows something is wrong and can fix it. This also becomes an issue when the standard bulbs are replaced with LEDs which have a much lower draw. You said the bulbs are not LED so this doesn't seem to be the issue.
If there is a bad ground it would create a higher resistance leading to a lower load, possibly enough to reach the MICU's threshold and start the fast flash. You will have to check the turn signal ground.
