2007 civic ex sedan door lock issue

So I have a 2007 civic ex sedan. The fob only unlocks the drivers side even if i press it a million times which is ok. But the lock/unlock button on the driver side only works for the driver side and not the other 3 doors. The passenger side doesnt doesnt lock or unlock any door. Would I need door lock actuators to fix this for the other doors? I will say when i mess with the fuse sometimes the drivers side lock and unlock button will work for the driver rear door and then it stops. So what would be the issue? Maybe a wire? Or door lock actuators?

I would start by pulling the door panel off. Use a meter to make sure the actuator is getting power when it should. That will help point to either a bad actuator or wiring.

Since you said the passenger door lock/unlock switch doesn't do anything I'm leaning towards some bad wiring somewhere.

Just checked and the passenger lock/unlock switch only locks and unlocks the driver side
