Passenger low beam doesn’t work but high beams do

2012 Honda Civic lx
My right (passenger) headlight won’t come on but as soon as I switch them to high beams they both turn on wondering if there is a solution other than fuses I checked all of the fuses for the headlights and still no outcome.

Just because you didn't mention it.. Did you check to see if the low beam bulbs are good?
