Question Whining Transmission at Low Speeds (<30kmph)

All,

Help needed. I have an 8th Gen Civic with 88000km on the odometer.

Car makes a low whining noise when accelerating from standstill. The noise is there till around 30-35kmph and then vanishes. I feel its there when the car is on lower (1st and 2nd) gears. the noise comes back when the car downshifts when decelerating in same speed range.

I isolated the issue to transmission since the noise immediately vanishes if i throw the car into Neutral while moving. At first i suspected the transmission fluid (since i bought the car recently) so i replaced the fluid with Honda ATF-DW1 (I replaced using the drain bolt, and the total fluid replaced was around 4L. I couldnt get the fluid out from the torque converter).

Can someone help me out on what could be the reason? Could it be low ATF level? or a faulty transmission pump?

I consulted a few mechanics who were reluctant on transmission rebuild/repair and insisted to just replace the transmission which i cannot afford.

Eager for help/opinions.
