P 1399, p0300, p 0301, p0303 Cel, replaced head already

P 1399, p0300, p 0301, p0303 Cel, replaced head already Help, had error code p1399, multiple misfire codes, cap rotor plus NGK wires. Told by dealer it was bad head. Replaced it and the codes came back a year later. Number one plug shows signs of oil fouling, so would bad rings cause this error again?
Replaced plug wires again, still same problem, maybe the Ecu is bad?
