Ok guys new to Honda. Have an 05 civic ex with the k20 in it, I want to know if it can be built up to handle a higher rev closer to 10k or if I should just swap it. It needs a new clutch and am waiting on replacing with factory or upgraded clutch. Thanks

Okay, that makes more sense. There's no chance you get that to rev out to 10k RPM unless you spend about 200 grand in R&D to get someone to build you internals for it. Swapping is really the only option, but even then it would be uneconomical to accomplish. The closest you could get without getting a custom longblock would be around 9k rpm, and even then it would probably cost in the 15-20 grand range when it's all said and done, and that's probably just for the engine.
In my opinion, since a lot of the budget would be consumed by just swapping the engine, you're better off just buying a car with the engine already in it.

So what would be the strongest motor? Looking for around 400 horses at the crank. A little power but not outrunning lambos power. I'm stuck between the h22 and the k20

10k RPM for what? There's not much use on that number.
the closest on the honda line is s2k, but it also causes the engine to not to have torque in lower RPM
what do go beyond that , well, they have two less wheels. (bikes)
400 HP is not controllable in a FWD car on the streets

400 HP is easily achievable with a turbo K24 on a stock rev limit. But sdaidoji is correct, that's getting to be too much for a FWD street car.
