Inner Tie Rod torque? 2002 LX [solved]

Question Inner Tie Rod torque? 2002 LX [solved]
I'm changing the tie rod ends on my '02, and I can't find the torque for where the inner tie rod end connects to the rack? Does anybody know, or does everyone just get it tight and then fold down the washer?

From the service manual, the spec is 40 lb ft for inner tie rod to steering rack.
