2001 civic axle nut

2001 civic axle nut
A few weeks ago I snapped a lug stud do I had to go to Honda to get a new one and in the process of putting it on I was at the point were I needed to remove the axle but to take off the rotor, I had the car in park and on jack stand but when I went to free the bolt the wheel starting turning (in park) don’t know if this is normal

Removing the axle nut to get the rotor off? No.
Trying to remove the axle nut and the wheel spins even when in park? Sure, as long as the other front wheel is spinning in the opposite direction. If you need to take the nut off and don't have a big enough impact have a helper hold the brake pedal. Or, pop the center cap out of the wheel then put it back on. Set the car on the ground then try to take the nut off.
