Question Does anybody know anything about this part?

Honda Civic 2004 DX, can anyone tell me anything about this part of the slave cylinder? I'm trying to diagnose why my clutch is not building pressure. The piece highlighted in red rotates as if its threaded but doesn't pop out, I'm wondering if its even supposed to rotate and if it may be broken. I have no idea where to find any information on it or what it is. Any ideas?

It rotates. Just use a wrench to hold it when tightening the line.

I decided to just buy. a new one instead of trying to play sherlock Holmes on a Slave Cylinder.
