Question Slave Cylinder and Bleeding Help Please (2004 Honda Civic)

Honda CIvic 2004 DX Manual. Guys, I'm having some frustrating troubles bleeding my clutch. But first I'd like to ask as to what the heck this rubber tubing is that sits in my clutch cylinder reservoir, whats the purpose of it??? I took a picture of it.






Secondly, a very specific question. On the slave cylinder, there is the hose line that is threaded and goes into the slave cylinder right? But where my index finger is touching is another hex shaped screw thingy and every time i try to tighten the hydraulic line that piece turns with it. So i had to hold a crescent wrench on the point where my index finger is and then put another wrench on the hydraulic line bolt to tighten it to the slave cylinder. Is that supposed to happen? (Maybe thats why I'm not building up any pressure)



If anyone could answer even one of these questions I'd be grateful. Much appreciated!
