1) Fuses are good
2) Main switch lights up
3) Steering wheel buttons can turn dash indicator light off/on
4) Break pedal can tur dash indicstor off
5) Auto cruise module ruled out via swap
6) Throttle cable connected

Thinking actuator is bad but was never used (only 39K mikes). Under hood engine compartment clean.

Ideas?
