2002 civic EX PCM issue?

I have a 2002 Civic EX coupe w/sunroof (if that makes a difference) every time I turn my key over the #6 ECU fuse blows and the fuel pump does not kick on.
When I try to start, it cranks, but wont start.
  • Short version is head gasket, timing belt, water pump were replaced.
  • Checked pressures.
  • Replaced radiator, fan, and under hood relay.
Car started and ran fine but kept throwing P0401 code for EGR valve. Removed EGR and cleaned up.
Filled tank up with 91 and used some fuel system cleaner.
Drove fine for a couple days, started throwing EGR code again.
Cleaned EGR again, when I turned key over it started making a bunch of clicking noises behind the glove box.
I have a new crank sensor but have not replaced it yet.
Now it wont start. Now the fun part.
I was told I have a short somewhere and I've been told it was my PCM.
Since then I have replaced my spark plugs (iridium), cam sensor, fuel pump, air filter, multiple #6 ECU fuses, both F1 ECU and fuel pump relay behind glove box. Nothing.
Started checking for burn marks or splits, Took wire harness apart to see where i normally couldn't.
The only thing I have found, and where I believe the issue lies is a group of 4 black and yellow wires, behind the dash, in the corner where the radio and the glove box is.
One goes to the ignition, one to the F1 fuel pump relay, one to the F1 ECU relay, and one to a connector that ultimately leads to the PCM.
I replaced that section of wire. Fuse still blows, fuel pump doesnt kick on, crank no start.
If I disconnect the connector the #6 fuse does not blow, the fuel pump does not kick on, cranks but wont start.
If I cut cut any single wire out of the 8 leading to the ECU and fuel pump relay. The fuse does not blow. The fuel pump still does not kick on and the car cranks but no start. Im losing my mind and need some help. Any suggestions???

Pull the back seat and fuel pump access panel and check for a short/damaged wires there?

I've done that. No signs of anything there. I bought one of those tools that you clip in one place then take the wand to sound it out and I start to lose noise where the wires go through the firewall on the passenger side and around the O2 sensor area. So basically I've narrowed to down to the PCM or crank sensor. But wouldn't the car not crank if it was the crank sensor?
