2000 civic Si Fuel Pump Not Working

2000 civic Si Fuel Pump Not Working
ok my car has been having some starting issues, last night i thought it may be the coil in the distributor so i replaced it. i cranked the car it ran for about 30 seconds then shut off. so today i tried putting the old coil back in and noticed that when i turn the key to the ON position i dont hear the fuel pump and the CEL light doesnt come on for 3 seconds then go off like it should. So here is everything i have done ive checked the 15amp fuse under the dash its good, i changed the main relay still nothing but what is odd is that the fuse in my engine fuse box the 15amp keeps blowing i even put a 20 amp in it and it still blew it but still no fuel pump. ive looked everywhere and done my research and i havent found a valid answer. help please.

ok so i got the fuel pump working and ecu is now getting power. my ecu wires where in a bind. i am still having a problem with it wanting to start though. sometimes it will start right away then it wont want to fire up at all and when it trys it makes some god aweful growling noise from the intake then blue smoke comes from my intake. ANY INPUT WILL HELP

And the fuel pump also doesn't run until the CEL comes on too?
Or did I not understand that...?
The PCM operates both the CEL and the main relay.
Tried wiggling the ignition key (switch) to see what happens with the lights?
the fuse in my engine fuse box the 15amp keeps blowing
What is this fuse for?

no everything is working properly dismiss the first post im dealing with the second one now. its running im dealing with a miss fire/hesitaion issue.

no codes, and ive checked all that i even replaced the distributor coil. heres everything ive done, checked timing, checked plugs, replaced spark plug wires, replaced cap&rotor.
