Cruise Control - no lights, but affects transmission

I just bought a used 2002 Civic. The cruise control is "mostly" not working. The only thing that does seem to be working is the relationship with the transmission.
- The light on the master switch on the left side of the dash does not turn on when depressed.
- When clicking Set/Accel, no light comes on in the instrument cluster.
- When removing pressure from the accelerator pedal, the car begins to slow.
- However, as it slows, the transmission automatically downshifts, increasing RPMs at the lower gear to attempt to maintain speed.
- The system remains this way, until I press the Cancel button and the RPMs come down and the transmissions shifts into the expected gear.

And the button where mirror controls/sunroof control would be (if equipped) is illuminated and indicating that cruise is enables/ready to set, yes?

Hm.. I'm wondering if the issue is internal to that switch. I think the switch is mechanical. If you have a multimeter, I'd pull it out and test it out.

Update after today's work:
I swapped the master switch in the "new" 2002 with the one in the 2001. I also did some checking on the bulbs in the switch. Both were burnt out. Using a working bulb from the moon roof control on the switch from the 2001, I was able to get the light to come on when engaged. Then I took it out on the road and set the cruise. The light on the dash now comes on so we've made some progress. The car still slows down and does not maintain speed. It still does downshift roughly as if it is trying to maintain speed but it still just seems to be coasting. When I hit the cancel button on the wheel it all turns off.

There are 2 throttle cables in the D17 equipped with cruise. One goes to the gas pedal, one to the cruise control module. Sounds like there might be a problem there, be it the routing of the cable itself or pulling tension on that cable. I can think of one way to test it, but it's kinda sketchy. lol

Check the main switch.
Check the SET/RESUME/CANCEL switch.
Check the brake pedal position switch and its pad. This is located at the brake pedal area.
Check the transmission range switch.
Check the cruise control unit inputs.
Finally check the cruise control actuator.
Check the SET/RESUME/CANCEL switch.

I think I found the problem, or at least the next problem. I traced the cables to the throttle body and the one from the cruise control actuator is not attached. Later this week when I get some free time, I'll remove the air filter housing and work to get the cable reattached. I'll post again then. Thanks for all of the tips so far!

It's fixed! When I removed the air filter housing it was easy to see that the plastic piece that holds the end of the cable was broken off. I was able to swap the throttle body from the 2001 Civic in, reconnect everything, test drive and it all worked fine. "Look mom, no feet!"
