I was trying to start car after rebuild and was charging battery and left the key on and I found a blown fi/ecm fuse and replaced and now engine starts but will not shut off without removing the fi/ecm fuse.
Does under-dash fuse 17 (15A labeled Fuel Pump) have battery voltage when it's running with the key off?
Is everything working normally with and running and key off? Or does it look like everything else is off except the engine? Ex. power windows shouldn't work unless key is in ignition (II) position.
Sounds like the ignition 1 circuit is stuck on. My first thought is a faulty ignition switch. Use the below to test the ignition switch. You can see the IG1 circuit should have continuity to the battery feed only in ON (II) and START (III). You will have to check in OFF and ACC (I) as well. Give it a test.
