I’m trying to help someone with a blown head gasket and jumped time. It’s an 05 civic 1.7 engine. Had valves replaced in head. Now as I’m trying to reassemble, when I tighten down the rocker assembly over the cam, some of the rockers “bind up” before I ever get the assembly tightened down Completely. Is this normal? I backed out on all the rocker adjustments since I have to adjust lash anyway thinking that may help but it doesn’t, some still bind up while others rockers move free. Also once tightened down am I supposed to be able to turn the cam gear by hand of no? I read someone else the answer is no but I should be able to with a socked on the cam gear. Just making sure that’s correct

Both, normal. There's always a few valves that are open no matter what position the camshaft is in, and you're working against their valve springs as you assemble.
Set the head up on blocks for assembly so you don't bend the valves on the workbench. And the valves bend really easy.
