Weird Bushing Found Under the Car On The Driveway.

I have another thread started about an idling issue but, I did not want that thread to evolve to this item I found. I went to jack up the car to change the oil and I noticed this item (see pics). I did some research but, no sure exactly what is is until, I bumped into a site and says it's a power steering pump bushing. Can someone tell me what that is and is it part of the power steering pump? If so, how is the power steering pump still functional?? Is this what fell on the driveway? If so, where does it go??
