Back in the 80’s they did take advantage of the hole for a distributor, but I suspect that was simply smart engineering for a hole that “had” to exist to bore out the camshaft journals precisely.
While the need for distributors disappeared, the need for a precise camshaft fitment remained so we still have the hole.

If OEM cap leaks then
-Remove the valve cover
-use degreaser to clean all areas needed to seal
-place a bead of liquid gasket around the head
-place the cam cap on the liquid gasket
-place a bead of liquid gasket over the top of the cap
-reinstall valve cover
-snug bolts up lightly
-Let sit overnight
-torque to spec.
Make sure not to use liquid gasket on the cam seal!
-Remove the valve cover

-place a bead of liquid gasket over the top of the cap
-reinstall valve cover
-snug bolts up lightly
