2019 civic lx can't start

2019 civic lx can't start
When I turn on key, nothing happens,..a few warning lights on dash[i.e. seat belt, brakes, etc] no sound. tried horn and lights, no horn and extremely dim lights,. some cells in battery very low, added clean h2o and tried/failed to jump start. Was told can start even with dead battery,...any advice?

You can't start a car with a dead battery. Usually you can bump start a manual car with a dead battery, but if it's too low it won't.

Sometimes you have to have the running car connected to the dead car for a few mins before you can start it
