i think there was a phototype car with a turbine engine and thats around 60,000rpm.. other wise it is the EG6 spoon civic

Well the S2000 has the highest redline for street legal production type engines.
For tuned engines it would be the Spoon civ. There are definatly more but those two come to mind other then F1 cars.

Formula 1 cars can rev to around 16-18k depending on engine and coniditons. I have been to a few presentations by engine companies and cart teams that are delving into the use of magnetically actuated valves (no camshafts). The engines have begun to outrun the limits of a conventional valvetrains.... it was amazing stuff....
my brother works on osu formula team...thier car redlines at 18,000 but they shift at 13,500 durring testing....while shifting at only 13,500 the car is capible of pulling 0-60 speeds of 2.1 ... the car is amazing.
