Yes you can.
But it won't attach to the throttle body, it will attach to the inlet on the turbo. Most people just have a filter coming off of the inlet. But some people have a short pipe with the filter at the other end, and some people have a cold air intake that attaches to the inlet on the turbo. However, this doesn't make much of a difference if you're running an intercooler. If you have an intercooler setup, you might as well have the filter under the hood (as opposed to in the bumper (CAI)) because the air is gonna be cooled down once it gets into the intercooler.
