99 civic si fluctuating cold idle

hey guys I was seeing if anyone could help me figure out why my 99 civic si has a fluctuating idle it's about 30 degrees here in the morning when I leave for work when I turn on my car the idle will fluctuate between 2-2500 for a min or 2 then drop down to 1.5 for a few min then down to about 8-900 once warmed I haven't noticed this problem on warmer days just when it's really cold is that a normal thing I have the same b16 in it I'm just trying to figure out why it's doing that cause im sure the neighbors hate the exhaust at 5 am thanks

iac sticking? try cleaning the throttle body and all the sensors and then do an idle relearn and see if that helps.
