Well I guess that's what happens sometimes when you DIY. Results NOT GUARANTEED.

Um, doesn't sound like you used primer nor any kind of clear coat.

<< Yeah, if you didnt use any primer before painting, thats why. >>

I have to call b.s. on that remark!!! you dont need primer and you shouldnt have sanded it! You should have
1= take peices of dash and used a wax and grease remover or some sort of paint prep. to eliminate all of the armor all or dash dressing!
2= scuff lightly with some very fine scotch brite pad or steel wool!! VERY VERY fine!!!!!
3= use wax and grease remover and or paint prep again on the surface!
4= dry completely!!
5= use a tack cloth or a air blower to remove scuffing dust and micro particles!
6= spray a very fine dusting of paint onto surface! Very light!
7= once first light coat is dry then start your coverage coats!
8= Use light coats, so you dont run the paint!
9 = use as many coats needed for adiquate coverage! just dont spay too much at one time or it will run!
10= let paint cure completely before handeling! When i say completely i mean spray at night and dont touch till morning! just to be safe!
If there is any trace of armor all residue on the surface of the peices being painted, paint will fish eye and not lay out like you would want!!

it turned out like that becuz u used a very strong sandpaper for plastic dont use sandpaper period cuz it will make it look all roughj and nasty just clean it with alcohol very good and it should look all dull and ready to prime and paint.
