First would be the rims. IMO the best bang for your buck. Check the link to My Dream in my signature. They're Kosei RT Penta's. They can be found on Ebay. Best weight to price ratio I've seen that also have some style. Get Kumho Ecsta 712's for rubber. After rims and tires (which shouldn't be more than $800) I would get a cold air intake from AEM, or one from Injen. The Injen dyno'de one horsepower more, so I guess that's a better choice. That should be less than $200. Then get a front strut bar that braces your strut towers and allows for tighter turns. I'de get a DC Sports front strut bar, but APR makes a mean one as well. The DC Sports will fit the AEM cold air intake for sure, but it's unconfirmed if the APR strut bar will? From the pictures it looks like it will. Check the parts section of this site to see what is available. That should be around $150 for the APR and $170 for the DC Sports. Then get Ground Control Coilovers. They're adjustable springs that allow you to adjust your ride height. I bet you can get some for less than $300. Then get some Koni adjustable struts. They dampen the shock of your car going over bumps and what not. They're adjustable too, so you can experiment with them to get that perfect setting. These will run you about $550, but you can get them for less from people in the marketplace section of this forum.
So, let's recap:
1. rims and tires - $800
2. cold air intake - $200
3. front strut bar - $170
4. coilovers - $300
5. Koni shocks - $550
That comes out to $2020. Whoa! Another $1000 to spend. Let's see...
2. rear tie bar - $100
3. rear sway bar - $300
4. new speakers - $250
5. new head unit - $350
There, just some suggestions. There are a ton of possibilities though. I'm sure you could get more use out of your money than I listed with some research.

Rims & Tires -- $800.00 - $1400.00
OEM Body Kit -- $750.00
Sound system -- $1200.00
...or at least that is how I would spend the 3k (assuming I could only spend it on my car).

its not going to be fast, so i reccoment making it as comfterable as u can, while also upgrading the suspension... at least you can be reasonable quick in the corners. Id suggest splitting that 3K between some good light weight tims and sticky tires (such as some Volks and yok paradas or toyo t1 proxies, which will run you about 1600 for the whole deal and a REAL coilover suspension, which start at 800-1200 dollars. use the rest for the install and a camber kit). Stereo stuff can be stolen easy, but if they want your suspension they r going to have to take the whole damn car.
